Host of 2023 World Championship
Information
Norway submitted the application for holding the World Championship of 2023. The World Championship of 2013 and the “Norway Open” tournaments of previous years show that Norway is very well ready for holding tournaments of the highest level. Including World Championship of 2023.

Change to Tournament Rule 2.3.1
Information
At the last three World Championships, Tournament Rule 2.3.1 was violated. In order to prevent this in the future, as well as to establish a clear procedure for holding international championships, it is proposed to state Tournament Rule 2.3.1 in a new version.
2 Question
Tournament Rule 2.3.1 should be amended as follows:
2.3.1 Playing system in international championships
i) World Championships are held in uneven years.
ii) European Championships are held in even years.
iii) If ITHF does not approve the Rules for holding international tournaments, then the organizers must post the Rules for holding this tournament on the website a month before the international tournament. At the same time, they must take into account all the provisions of the Tournament Rule 2.3.1.
iv) In the open competition of World Championships and European Championships, 64 players are promoted to the final divisions, which are played as two final divisions with 32 players in each of these divisions.
Players promoted to a final division from the same basic group do not have to play against each other again. Mutual matches in this case will be counted.
v) From each final division with 32 players, the 16 best players are promoted to the play-offs (best-of-7).
vi) Play-offs will be played as follows (A and B refer to the two different final divisions):

Information
In order to simplify the transition of some players to the new club during the year, it is proposed to supplement Tournament Rule 2.6.
3 Question
Tournament Rule 2.6 to be supplemented with subparagraph v):
Options
A) Players ranked outside top-250 not registered for a club in the ITHF World Ranking can register for a club the entire season. Players in top-250 in the ITHF World Ranking can only register for a club in the two annual transfer windows.
B) Players who have ever been in the top-100 of the ITHF World Ranking or are in the top-250 of the ITHF World Ranking as of January 1 of this year can register for a club only in two annual transfer windows. Other players not registered for the club in the ITHF World Ranking can register for a club the entire season.

Change to Tournament Rule 4.1
Information
During team tournaments, the guest (away) team has a lot of advantages. Therefore, it is proposed that the protocol be filled out first not by the host team, but by the guest team.
4 Question
Subparagraph (g) of paragraph 4.1 iv) of the Tournaments Rules should be amended as follows:
g) After the captain of the guest team has given a completed team sheet to the captain of the home (opponent) team, the guest team cannot substitute its players until after the next 5-minute match.

Change to Game Rule 6.4
Information
In order to simplify the Game Rules and for an unambiguous interpretation of paragraph 6.4 it is proposed that the first sentence of this paragraph be revised.
5 Question
First sentence of paragraph 6.4 of Game Rules should be amended as follows:
6.4. A goal scored by first stabilizing the puck, then hitting it with the body (not the stick) of a figure does not count unless the puck touches a sideboard, left winger or right winger of either player on its way into the goal.
